Brief:

Bangladesh is a  riverine country with a wide network of waterways criss-crossing one another like a well laid-out cobweb. Inland waterways Transport (IWT) plays a vital role in the transport sector. Presently, IWT handles 30% of cargo and 15% of passengers of total transport sector. Bangladesh Inland Water Transport Authority gives pilotage facilities to about 70,000 inland water vessels. It regulates the movement of about 8000 passenger launches and maintains 11 inland ports along with about 14000 launch ghats including terminal. BIWTC is facilitating passenger and cargo movement in the inland waterways and also offshore islands. It is operating ferry in different routes, Coastal service, Rocket service, Cargo service, Tanker service etc. On the other hand 80% of the export-import trade is performed by ocean shipping. Bangaldesh Shipping Corporation, Chittagong Port and Mangla Port are playing important role in the export-import activities. Chittagong Port is now considered as the nerve centre of Bangladesh economy. Department of Shipping oversees the safety and environmental matters and the regulatory aspects of maritime shipping and also inland waterways. Marine Academy, National Maritime Institute and Deck Personnel Training Centre are imparting education and training on merchant marine.

Allocation of Business:

The Ministry of Shipping is responsible for the following functions:

  • Ports
  • Light houses and light ships.
  • Navigation and shipping.
  • Mercantile marine.
  • Admiralty jurisdiction and offences committed on high seas.
  • Inland water transport and shipping, marine services and elimination of danger of shipping.
  • Inland waterways.
  • Administration of mechanically propelled vessels and the rules made there under.
  • Engineer and ship surveyors and register of inland shipping.
  • Marine shipping and navigation, provision of education and training for mercantile marine.
  • Organization and maintenance of mainland, island and inter-island shipping services.
  • Co-ordination activities relating to this Ministry and research.
  • Legislation relating to shipping and navigation.
  • Liaison with international organizations and matters relating to treaties and agreements with other countries and world bodies relating to subjects allotted to this Ministry.
  • All laws on subjects allotted to this Ministry.
  • Inquiries and statistics on any of the subjects allotted to this Ministry.
  • Fees in respect of any of the subjects allotted to this Ministry except fees taken in courts.

 

Information regarding Development projects:

There are 7(seven) projects included in the Annual Development Programme (ADP) for 2004-05 for implementation and also another 7(seven) projects are included in the same ADP without showing any allocation. The progress of implementation of these development projects is given below:

(iii)         Dredging program of Dhaleswari river (From Katpatty to Taltala and Taltala to Gourganj cannal):

Implementation Agency : BIWTA.

                This program has been implementing under ‘Long-term dredging programme for maintaining waterways navigable including procurement of 3 Nos. dredgers and 1 No. booster pump with other accessories’ project of BIWTA. The length of navigable route from Katpatty to Taltala is 8 km. This route has become navigable after dredging of 0.371 million cubic metre at the cost of Tk. 16.695 million.

                The length of navigable route from Taltala to Gourganj is  14 km. Out of 14 km., 10.75 km river route has become navigable after dredging of 0.706 million cubic metre at the cost of Tk. 31.77 million. The remaining 3.25 km route will be dredged very soon and it will be completed by May,2005.

(iv)          Modification of Sonamasjid Land Port in Chapai Nababganj into a full fledge Land Port.   Implementing Agency : BLPA.

Contractor has already been selected and draft agreement to be signed between Bangladesh Land Port Authority (BLPA) and the Contractor is under process of approval.

6.             Development and Good governance of Dhaka City:

(i)            Development of Circular Waterways around Dhaka City and Construction of Ghat Connecting Roads.

Implementing Agency : BIWTA.

1st Phase of the project has already been completed and inaugurated by the Hon’ble Prime Minister on 03-03-2005. A PCP for the Second Phase of the Project has already been sent to the Planning Commission on 29-01-2005 and is being processed for approval.

(ii)           Construction of one new ICD near Dhirasram railway station in Gazipur district with provision of railway link between Pubail and Dhirasram railway station.

 Implementing Agency  :  CPA 

A TAPP for feasibility study has been prepared and sent to the Planning Commission on 24-02-2005 for approval.
