AT A GLANCE
1.
Introduction:
Trade and commercial activities between Bangladesh and the neighbouring
countries have increased manifold. In order to ease movement of
import and export items through land ports, the Government of the
People’s Republic of Bangladesh has established Bangladesh Land
Port Authority vide S.R.O.-166-Act/2001 dated: 16-06-2001 (Act no-20
of 2001) to run, manage, develop, extend and maintain cargo handling
at land ports.

Functions:

Management, operation, development, extension and maintenance
of land ports and activities connected thereto.

Receiving cargo/ goods, warehousing and clearance of goods and
maintenance of services for allied activities.

Collection of toll, revenue, VAT and other charges as per tariff
schedule approved by the Government and rates to be fixed subject
to Government approval.

Development and operation of land ports on Build-Operate-Transfer
(BOT) basis. The executing agency and/ or the Line Ministry,
and the wining tenderer/ the project company shall enter into
a contract for a project. The contract document enclosed with
the tender document spells out in detail, the rights and obligations
of the executing agency, the Government and the project company.

Manpower:
The Management of the Authority vests in a Board consisting of one
chairman, three full-time members and three part-time members. It
has 43 class-I officers, 17 class-II officers, 189 class III staff,
40 class IV staff and 11 contingent staff, i.e total 300 staff and
officers.

Description of the Ports:
13 Land Custom Stations (L.C.S.) such as Benapole, Banglabandha,
Burimari, Hili, Sonamasjid, Tamabil, Akhaura, Haluaghat, Darshana,
Birol, Bhomra, Bibirbazar and Teknaf have been declared as Land
Ports and placed under Land Port Authority for management
and control.

Development of Ports on BOT Basis:
BSBK has already issued letter of intent to five private operators
for discharging its developmental and operational functions under
the provisions of BSBK Ordinance, 2001
(Act. no. 20). They have already taken steps to develop five land ports namely Hili, Sonamosjid,
Birol, Bibirbazar and Banglabandha through private operators. The rest
of the ports will be given
to private operators at the second phase. Teknaf at present is under
lease agreement with Univan Ltd. which will expire by November,
2005.
6.
Benapole:
At present Bangladesh Land Port Authority is running the overall
operations of the Benapole land port. It has got about 45 acres
of land which has 30 godowns having capacity of receiving
21,500 metric tons of cargo. It has a Truck-Terminal which can
keep 1000 trucks. Loading and unloading of cargo from 100 trucks
at a time could be done at the transhipment yard.

Conclusion :
As an when all the 13 Land Ports will be operated, regional
and international trade will increase between Bangladesh and
India, Myanmar, Nepal and Bhutan. This will generate employment
of Bangladeshi people and alleviate poverty. Moreover, if the ports
are developed on BOT basis, growth will be higher to
the National Economy.
